On July 19, 2023, the China-Russia Joint Innovation Energy Materials Laboratory of the Urumqi High-tech Zone (Xinshi District) and the Minzu Shuke High-tech Industry Group Co., Ltd. signed a scientific and technological cooperation agreement in Urumqi, Xinjiang, for the “China’s First ‘Green Electrified Highway’ and the Construction of a New, Modern, Integrated Transportation System” project. Mr. Ding Tuo, Chairman of Minzu Shuke High-tech Industry Group Co., Ltd., and Dr. Lei Li, Executive Director of the China-Russia Joint Innovation Energy Materials Laboratory of the Urumqi High-tech Zone (Xinshi District), signed the agreement on behalf of their respective organizations. Guided by the principles of "complementary advantages, highlighting key areas, emphasizing practical results, and achieving mutual benefit and win-win outcomes," the two parties have established a comprehensive strategic partnership. They will fully leverage each side's strengths—such as platform service capabilities, industrial manufacturing expertise, academic and professional talent, financial resources, technological advantages, and market operational strengths—to promote the implementation of China’s first “green electrified highway” and the construction of a new, modern, integrated transportation system, and to strengthen comprehensive cooperation in fields including the manufacture of new-energy-specific vehicles and the new-energy industry.

China's first The pilot section of the “Green Electrified Highway” is located in Hami City, Xinjiang. This project is an important initiative for implementing the spirit of the Third Plenary Session of the 10th Committee of the Autonomous Region Party Committee and the Autonomous Region Science and Technology Innovation Conference. It marks a significant milestone in leveraging Xinjiang’s resource advantages and promoting green, low-carbon development in the transportation sector. The project is expected to require an investment of 28 billion yuan and will make full use of existing transportation infrastructure and green electricity resources, effectively addressing both the issue of insufficient local transport capacity and the challenge of inadequate absorption of green electricity. It holds tremendous significance for boosting local economic development, promoting the efficient integrated utilization of new energy sources, and building an innovative, modern, and comprehensive transportation system.

The Urumqi High-tech Zone (New District) China-Russia Joint Laboratory for Energy Materials was initiated on the basis of a China-Russia joint laboratory and is jointly established by institutions including Xi'an Jiaotong University, Xinjiang Normal University, Xinjiang Institute of Engineering, and the Tianshan Institute for Innovative Industrial Technology.
