Laboratory Introduction
In March 2016, initiated by Dr. Lei Li, jointly with Xi'an Jiaotong University, Novosibirsk State University and the Shanghai Research Institute of Xi'an Jiaotong University, "Sino-Russian Joint Laboratory” co-construction agreement was signed.
Starting from market demands, the laboratory conducts in-depth research on fundamental materials and employs thermoelectrochemical oxidation (TECO) technology to explore the underlying mechanisms behind the in-situ growth of functional ceramic coatings on lightweight metal surfaces. This breakthrough overcomes key performance limitations of organic dielectric materials, such as their inability to withstand high temperatures, corona discharge, and electromagnetic radiation. As a result, these advanced coatings find extensive applications in specialized power equipment, ultra-high-voltage transmission and transformation systems, rail transit, low-altitude flight systems, and medical implantation fields, providing global customers with professional products and tailored solutions.
Guided by the significant demand for upgrading energy equipment driven by new materials, the laboratory focuses on addressing critical bottlenecks in new materials to achieve “import substitution.” It deeply integrates basic research, technology development, pilot-scale application, and industrial promotion. The laboratory has more than 200 patents and numerous internationally leading new technologies and landmark achievements in areas such as next-generation inorganic ceramic insulation materials, ceramic matrix composites, multifunctional interface materials, and high-strength aluminum alloy materials.
In 2022, against the strategic backdrop of Zhejiang Province’s deepening efforts to become an innovation-driven province and jointly building high-level innovation platforms, the Sino-Russian (Zhuji) International Laboratory—jointly established through an agreement between the Zhuji Municipal People’s Government and the Sino-Russian Joint Laboratory—began operations, ushering in a new phase in the laboratory’s collaborative innovation and R&D endeavors.
In 2023, leveraging its international geopolitical advantages and resource endowments, the team established pilot and expanded production lines in Xinjiang, engaged in “interaction” with markets along the Belt and Road countries, and promoted scientific research cooperation with the five Central Asian nations.
We will strive to build an innovative industry-research model, planning and promoting technological innovation with a global perspective. We will proactively position ourselves and actively leverage international innovation resources, fostering mutually beneficial international partnerships and working hard to create an internationally competitive cluster of science and technology industries.

The China-Russia (Zhuji) International Laboratory, supported by renowned Chinese and Russian universities and research institutions—including Xi'an Jiaotong University, Novosibirsk State University, and the Siberian Branch of the Russian Academy of Sciences—was jointly established through a signing agreement between the People's Government of Zhuji City and the China-Russia Joint Laboratory on August 12, 2022.
The laboratory has assembled a team of high-level innovation and entrepreneurship talents dedicated to overcoming key common technological challenges in fundamental materials. It has already achieved a series of R&D breakthroughs and successfully translated these into industrial applications. Moving forward, the laboratory will continue to deepen its commitment to both international cooperation and independent innovation, leveraging materials innovation to drive an industrial revolution, establish a leading hub for new materials research and industry, serve national strategic needs and national defense security, and contribute to the efficient development of the regional economy.
The China-Russia Joint Laboratory was jointly established through an agreement among Xi'an Jiaotong University, Novosibirsk State University, the Siberian Branch of the Russian Academy of Sciences, and other institutions. Focusing on two core technologies—thermo-electrochemical oxidation (TECO) of metallic materials such as aluminum, magnesium, and titanium, and enhancement of the metal matrix itself—the laboratory is committed to breaking through major cutting-edge challenges and “bottleneck” issues in the field of materials science. It aims to develop energy-saving, low-consumption, and environmentally friendly new material products that will serve the emerging power systems, the efficient and sustainable materials sector, and the green, low-altitude industries, thereby driving the nation’s economic development with a “green engine” and radiating its impact globally.
The China-Russia (Xinjiang) International Laboratory is a new materials research platform jointly established by Xi'an Jiaotong University and the National Key Laboratory of Electrical Materials and Electrical Insulation at Xi'an Jiaotong University, in collaboration with Xinjiang Normal University, Xinjiang Institute of Engineering, Tianshan Innovation Institute of Industrial Technology, CRRC Yongji, and other universities, research institutes, and well-known enterprises. It was officially put into operation in September 2024.
The laboratory in Novosibirsk, Russia, is dedicated to cutting-edge research in the field of metal-ceramic coatings and serves as an important bridge between the China-Russia Joint Laboratory and Russian scientific institutions. This laboratory actively integrates into Russia’s advanced research ecosystem in this field and continuously expands its cooperative relationships with Russian manufacturers. It plays a crucial role in promoting the laboratory’s products in the Russian market, effectively driving the application and dissemination of the laboratory’s various scientific and technological achievements in Russia.
